Well, it doesn't really matter if the peer is up or not. What matters is
whether or not your network configuration is dynamic. If you have a fixed
set of hosts and configurations for them, then just using a static routes
file will work fine. However, if you have a large network and want a more
automatic system then you should look into getting dante and the dynamic
routing app up and running, see the example in the scripts directory and
the code in src/ants/dante.
